CRM for SMEs: HubSpot, Pipedrive or Zoho — when to choose what?

HubSpot offers a free CRM for small teams; Pipedrive Essential costs indicatively €14.90 per user per month. Which CRM fits your SME? Comparison with decision rules and GDPR compliance guidance.

Short answer
  • For a small SME team (1–5 users, low budget) HubSpot's free CRM or Zoho CRM (free up to 3 users) is the best starting point. HubSpot Starter costs indicatively €15/user/month; Pipedrive Essential €14.90/user/month; Salesforce Starter Suite ~$25/user/month. Check current pricing on each vendor's website.
  • Choose based on ecosystem and processes, not feature lists. Google Workspace teams fit well with HubSpot or Zoho; Microsoft 365 teams with Dynamics 365 or Salesforce. Pipedrive is strongest for teams with a clear sales process (deal stages, pipeline management).
  • All four offer a Data Processing Agreement (DPA) compliant with GDPR. EU AI Act Article 4 (in force 2 February 2025) requires role-specific AI training if employees use AI features such as HubSpot AI, Salesforce Einstein or Zoho Zia.

Which CRM fits a Dutch SME?

A CRM (Customer Relationship Management) system keeps client contacts, quotes and deals in one place so nothing falls through the cracks. For SMEs the most widely used options are HubSpot, Pipedrive, Zoho CRM and Salesforce. HubSpot offers a fully free CRM plan for unlimited users (with marketing-feature limits); Zoho CRM is free for up to 3 users; Pipedrive targets sales-driven teams with a clear deal pipeline; Salesforce is the most comprehensive but also the most expensive and complex. The right choice depends on team size, existing IT ecosystem and budget.

Decision rules

When do you choose which CRM?

Choose HubSpot free CRM if your team is small (1–10 users) and you want a low barrier without monthly costs. The free plan has no time limit and includes contact management, deals and basic reporting. Once you need email campaigns or automated workflows, upgrade to HubSpot Starter. Choose Pipedrive if sales is the core of your business: you have clear deal stages, want to manage the pipeline visually and do not need heavy marketing tools. Choose Zoho CRM if you already use the Zoho ecosystem or want the lowest price for a small team. Choose Salesforce if your business has more than 25 users, requires complex sales processes and integrations with back-office systems, and is willing to invest in implementation. Avoid CRM selection based on feature lists: 80% of features are never used. Select based on how your team works today, which IT ecosystem you already have (Google vs Microsoft) and which maintenance level you can accept.

Frequently asked questions

Frequently asked questions about CRM for SMEs

Which CRM is best for a small SME in the Netherlands?
For teams of up to 5 users with a low budget, HubSpot free CRM is the most logical starting point: free, unlimited users, no time limit. Zoho CRM is free for up to 3 users and integrates strongly with the Zoho ecosystem (accounting, HR). Pipedrive (indicatively €14.90/user/month) is the best choice when sales and deal pipeline are central. Check current prices on the vendor's website.
Is a CRM system GDPR compliant?
The major CRM providers (HubSpot, Pipedrive, Zoho, Salesforce) all offer a Data Processing Agreement (DPA) compliant with GDPR. You remain the data controller and are responsible for lawful processing: ensure you have a legal basis for storing customer data, offer an opt-out, and do not store special category personal data without explicit consent. Preferably choose a provider that offers EU data centres if that is a requirement in your industry.
Do I need to train employees if we use AI features in our CRM?
Yes. EU AI Act Article 4 came into force on 2 February 2025 and requires every organisation using AI tools for business purposes to provide role-specific training. For CRM AI features such as HubSpot AI, Salesforce Einstein and Zoho Zia, this means at minimum: employees know which data the AI can access, understand that AI output must be verified, and know the GDPR boundaries around customer data. Document the training in an AI register.
Can a CRM connect to my accounting software?
Yes, the major CRM systems offer integrations with popular accounting tools. HubSpot connects via Zapier, Make or native integrations to tools such as Exact, Snelstart or Moneybird. Zoho CRM integrates natively with Zoho Books. Pipedrive offers a Zapier connector for most accounting packages. Check the available integrations in the provider's marketplace. Complex custom integrations are also possible via the API.
What does implementing a CRM system cost?
A free CRM like HubSpot or Zoho can be set up yourself in a day. Pipedrive and HubSpot Starter can be configured in a week with some technical knowledge. Salesforce Professional or Enterprise typically requires a certified implementation partner: expect €5,000–€25,000+ for a full-service implementation depending on complexity, data migration and integrations. All providers supply documentation and onboarding training. If you want to integrate a CRM with a custom system or build automations, plan the technical integration time too.
