HRM software for SMEs: Personio, AFAS, Factorial or Nmbrs?
The right HRM software streamlines HR management, leave tracking and payroll for SMEs. A comparison of four platforms with GDPR compliance and selection criteria.
- For SMEs up to ~200 employees starting with HRM, Personio (all-in-one, strong in DACH+NL) or Factorial (transparent EU pricing, indicative €4/month/employee HR Core) is the most common starting point. AFAS is preferred when you need Dutch payroll combined with HRM and ERP in one platform. Nmbrs (Visma) is the strongest Dutch payroll specialist for companies that want to supplement existing HR software with certified payroll processing. All prices are indicative; check current rates with the provider.
- GDPR requirements: HRM software processes employee personal data including potentially BSN (tax ID for payroll). In the Netherlands, BSN processing is restricted to legally required purposes (Dutch UAVG art. 24). Conclude a Data Processing Agreement (GDPR art. 28) with every HRM provider. Retain payroll records 7 years (AWR art. 52); employee file 2 years post-termination (UAVG art. 14).
- EU AI Act Art. 4 applies to commercial use of AI features in HRM software (AI-driven performance reviews, predictive attrition, AI in recruitment). AI supporting employment decisions falls under higher risk categories of the EU AI Act; exact classification depends on the application.
Which HRM software suits a Dutch SME?
HRM software centralises HR management, leave registration, onboarding and payroll administration in one system. For SMEs, the choice starts with a key question: do you want to digitise employee files and leave management only, or do you need a fully integrated solution with Dutch-certified payroll? Personio (DACH/NL market) and Factorial (EU) excel at all-in-one people management for teams of 10 to 200 employees. AFAS is the most complete Dutch suite combining HRM, payroll and ERP, but requires a substantial implementation project. Nmbrs (Visma) specialises in Dutch payroll and integrates as a payroll engine into existing HRM environments. BambooHR is popular for international teams but lacks Dutch-specific payroll integrations.

HRM software and the GDPR: employee data, BSN and Data Processing Agreement
HRM software processes employee personal data including name, address, BSN (for payroll), employment contract, absence records and salary data. In the Netherlands, BSN processing is strictly regulated: only permitted for legally required purposes such as payroll tax returns and social premiums (Dutch UAVG art. 24). Ensure your HRM provider processes BSN exclusively for payroll and not for other purposes. Conclude a Data Processing Agreement (GDPR art. 28) with every HRM software provider; all four platforms offer a DPA. Retention periods: payroll records (pay slips, tax returns, employment contracts) must be retained for at least 7 years under AWR art. 52; the general employee file (assessments, correspondence, absence records) is typically retained for up to 2 years post-termination (UAVG art. 14; consult the AP for the current guideline). Health data (special categories under GDPR art. 9) must be retained as required by health and safety legislation and deleted actively thereafter. Configure your HRM software with automated deletion reminders.
